格言大意：统治者如果自身品行端正，即使不发号施令，老百姓也会跟着行动；如果自己品行不端正，即使发号施令，老百姓也不会顺从。

Main Idea: If the ruler behaves well himself ,people would follow him even though he doesn’t give any orders.If the ruler doesn’t bebave well himself ,people wouldn’t obey him even though he gives orders.

上行下效（Commom people following what their leaders do）

   春秋时，齐景公喜好女子打扮成男人的样子，于是，都城的女子都这样穿戴。齐景公觉得不妥，下令不准女人扮成男人，否则要受惩罚。但是仍然有很多女子穿男装。景公问晏子原因。晏子认为应该从宫女做起，上行下效，才会有好的效果。
  In the Spring and Autumn Period ,Jinggong ,the king of Qi loved to see women of the imperal palace in men’s clothes .So ,all the women in the capital wore men’s clothes.But he felt it inappropriate so he made it a rule that women should not wear men’s clothes or they would be punished .However ,there were still man women wearing man’s clothes.Jinggong asked Yanzi the reason for this .Yanzi suggested he should start with the maids in the palace and then common people would follow.Only the good sample set by the leader would bring the desired result.
